Research problem

It should be noted at the outset that the primary motivation for undertaking this academic project stems from the significant lack of specialized academic translations in the field of scientific research in Algeria. On this basis, the translation project of the book Relations Internationales: questions mondiales represents a unique endeavor, as the book constitutes an extremely important resource in the study of international relations, particularly regarding its complex and interrelated topics. This is due to its focus on fundamental concepts in the field, such as the “international system” and “international organizations,” which are addressed from a theoretical academic perspective while being combined with a practical, applied approach through the examination of contemporary global issues such as armament and disarmament, human rights, and international intervention. Accordingly, the scientific and practical significance of the book can be summarized in the following key points:

The book is considered a cornerstone of literature in the field of international relations, both theoretically and practically. This allows students and researchers in the discipline to benefit from the expertise of a limited number of scholars who combine knowledge with practice by conveying their publications and sharing their experiences in the field of international politics and state interactions, thus encouraging and preparing them to engage in international work practically and on a broad scale.

The importance of this translation project is further demonstrated by the book’s subject matter itself, which elucidates the practical relationship between international institutions and the political practices of their actors in relation to numerous issues of concern to scholars. This motivates early engagement by international relations students, driven by curiosity and a desire to participate in such practices.

The book’s subject highlights the importance of approaches to international political institutions for understanding the full range of large-scale activities in international relations, including international organizations, the international system, strategic global issues, and the future of international relations.

The book also serves as a key resource in the field of specialization, as it aims to educate students and researchers in both the theory and practice of international studies, preparing them for future specialized training, particularly in the analysis of modern diplomacy, international law, and contemporary issues in a world marked by rapidly evolving characteristics and dynamics. It also provides instruction across various subfields within international studies.

The translated work focuses on contemporary international issues in the field of international relations as topics for interdisciplinary research (law, politics, economics, culture, philosophy, etc.), reflecting the interconnectedness that characterizes the humanities in general.

The book examines numerous models of different types of international practices among various actors with differing degrees of influence within the international community and its institutions at various stages of development. This enables researchers and students in the field to benefit from the expertise of the author, Philippe Moreau Defarges, both theoretically and practically, as he is a former diplomat as well as a professor of political science and international relations at multiple French universities.

Once translated, the book will enable researchers and students in the field to master numerous terms and concepts specific to international relations, particularly in the context of globalization and the multiplicity and diversity of actors, by approaching these concepts from a practical perspective. This also allows for an understanding of new or additional responsibilities in international political work.

The book addresses contemporary international issues as a rapidly changing and striking reality, which requires scholars to explore them using highly effective research tools.

It seeks to highlight the characteristics and landmarks of changes affecting international politics in the form of governmental and non-governmental international institutions.

The book emphasizes the impact of new information technologies on the international system, providing an appropriate framework for investigating the evolution of patterns in international relations, which in reality manifest as isolated phenomena requiring scholarly study.

Finally, the book focuses on analyzing the practical roles of various international actors—states, institutions, and non-governmental parties—across political, economic, and military dimensions, thereby practically identifying the new responsibilities of these different actors.
